A split-level foundation with the change in level formed into the concrete itself, set-downs and steps where the plans say. Framing a level change on top of a flat slab is the workaround; forming it into the foundation is the job done properly.
The damp-proof membrane running under the whole layout is the quiet detail: the slab is sealed from the ground before the ground floor exists.
